Because implementation of a telemedicine program will undoubtedly entail capital expenditures for equipment and software, it is important to establish a capital budget for the program to assure adequate funding for the intended scope of the program. If an organization proposes to phase-in the telemedicine program, then the capital budget should be consistent with the phasing schedule. Many organizations obtain funding for capital purchases through grants or funding made available by outside third parties. If your program is to be dependent upon availability of funding from outside third parties for capital expenditures, it is advisable to document the process and time schedule within which the grant will be approved. The timing of availability of funding will likely affect the making of commitments to purchase equipment. Provide adequate lead times for the availability and delivery of required equipment. Implementation is likely to proceed much more smoothly if equipment delivery is coordinated and all necessary equipment is available at time of initial installation.
